What Do the 2024 IRC and IPC Actually Require?

There is no reliable nationwide answer of simply "tankless water heaters never need drain pans."

The 2024 IRC P2801.5 and IPC 504.7 provisions discussed in this guide specifically refer to a storage tank-type water heater or hot-water storage tank. A conventional tankless water heater therefore does not fall under that storage-tank wording in the same way as a conventional tank heater.

However, that should not be turned into a universal exemption under every plumbing-code family, local amendment, installation condition, or manufacturer's instructions.
